I've seen this before. Sometimes new is old and lubricant dries out.
Pull out the inner cable from the housing at the cluster end (no need to remove cable housing from car again). Pick up some graphite "powder" and on a sheet of newspaper sprinkle the graphite all over the cable & rub it in (B**** of a time washing this stuff off) reinstall.
