Try using a waterborn primer. I use one from ppg. Ask your paint rep.

This can still happen to the professionals also. One thing to keep in mind is to try to use the solvents and paints from the same company. Do not use Sherwin Williams base and PPG clear as an example. This has happened to me also and had a paint rep come to see. Most companies do testing on their own products so this doesn't happen.
I had nothing but trouble with Sherwin Wrinkles don't like it. Sikkens is more costly but it's worth the money.

Be sure not to use rags that were dried while using a fabric softner sheet. Whatever is in those dryer sheets will transfer onto the fabric and then transfer onto your panels when you wipe them down. Mainly causes fisheye.
