In a sense you are right, the tunnel itself is the same, but a factory 4-speed car would have the shifter "porch" welded to the floorpan and the area underneath said porch removed for clearance of the shifter.

Our host calls it a Shift Tunnel (P/N RPI660C), for $40

Porches were never welded to the floor, they are screwed in with a rope seal to weather proof it.
