The quality on those Anchor mount pads (75-81 Pontiac V8) is ALL OVER the map.
It appears that there are at least 3 different suppliers to Anchor on these.
The mount pad in your picture sits slightly above flush on crossmember due to the rivets that hold mount together are NOT flush with bottom plate of mount.(they protude about 1/8")
This is likely WHY you can't get the bolt started in the nut.
I've run into this before & it can be a PITA to get those long bolts through,but it can be done.
When you purchase these mounts,make sure that you get ones that have flush rivets & avoid the ones that say "made in India" like the plague.
