Well, I just finished emailing him, first I offered him $150, then he said $350 but I replied I wouldn't go any higher than $250 and I still think it's too much, I bought complete cars at that price, then again I've seen 455 cranks sell for $300 so I don't feel too bad if he accept my offer ?

455's aren't so rare as to be worth $350 when it's all seized up. Even if it's a '71, how do you know if any of the internals are any good?

$250 - max. There will be others in better shape for less $ IMHO.
