It looks like it was left outside for a long time and developed lots of surface rust. Then they brought it inside and sprayed a few rattle cans of shiny red paint at it to make it look "presentable" for the auction...

I haven't seen the car. I had no interest or reason to pursue it. If someone here is interested I'd be glad to look at it for them. Brian makes an excellent point in the previous post.
