Gonna get some crap for this, but C.C. Deville of Poison was underrated as a guitarist simply because of the band he was in.
CC's blues skills were phenomenal, and his extensive use of major pentatonics was refreshing. Don't forget that he beat out Slash when he auditioned for Poison.

Ditto on Mark Knopfler, and Joe Satriani (which I understand one of Joe's songs was chosen as a top level song in one of the guitar video games) but also Eric Johnson, and what about George Thorogood on slide? I never was much of a KISS fan, but Gene Simmons on bass was no slouch IMO...
