I got the cardboard out, cleaned up and laid the headliner on to
assess the fit, and to my amazement, the headliner is about 3" too
short from front to back! wth? The width isn't too far off, but the
length is nowhere near what it needs to be...

I guess the first question is: can you shrink a vinyl headliner?
It's been off the car for at least 2 years, last week i washed it
in warm mild soapy water to clean it, then just let it air dry...

Second question: can it be restretched?
I tried for a while but it isn't making a dent.

If the foam is rotted off the back of the headliner it is junk, which, based on the above comments it is. Go to a local auto upholstery shop and buy some new material. It will be about 30-40 dollars. If you don't want to do that, there is always ebay. OH.. and maybe PY has it.

Don't reuse the original cardboard any adhesive used will detach in a short time.
Yes they will shrink due to loss of moisture over the years. PY and most of the other vendors offer a replacement plastic piece, use that.
