Yes - usually plant trials and unusual engineering builds took place at the home plant (Pontiac, Michigan in this case), and normally early in the model year. So - I tend to figure these things are "intentional" if they are present on a vehicle like that.

Fremont - in general - tended to be a little more "loosey goosey", due to their distance from home base (and being in the middle of the drug/hippy culture). Oddities from Fremont I tend to chalk up as mistakes or deliberate defiance of official engineering direction.

Not always - but that's my starting point, until some piece of data causes me to think otherwise.
