Yes, they are; however, every engine setup is different. NASCAR is constantly playing with rod c-to-c, stroke and compression height. My plan would limit c/r to 10:1 MAX(current c/r is 14:1) and set a displacement limit of 400ci. No more jacking around with internal specs. As long as it doesn't exceed 400ci, the governing body wouldn't care.
