You probably need new radiator support bushings or it's possible the support itself has rotted, this will cause the nose to pitch down and close the gap at your fender bottoms. If you go full quarters you may need inners once you disassemble.

The core support was replaced and is solid, the support bushings appear good shape and not crushed or cracked. I'm wondering if there's a certain spot to shim to get the bottom gap out. I'd like to get the gaps set and the car in primer before I tear it apart for paint. Innerspring wouldn't be a bad idea since I have nickel size holes I've patched before. What I do need are front inner wheel wells as those are crusty in the part that goes behind the fender
