The VIN is for a 1968 car.
If the block was replaced, wouldn't it be an SR block not a WS?
If the block was replaced, would it have a VIN on it?

A 1968 WS would be a 400 manual trans HO. (Same 9790071 casting as 1969)
Check the casting date by the distributor hole.

If from a GTO hardtop, the VIN would be 242378Z112472 for the PHS.
