Oh, yes it does. Two relays and some connectors.

The link you posted is for only two headlights also.

Default Brighter Headlights

Check out this article from MAD Enterprises. It describes how to convert your headlights to work through relays. Very informative, you can buy the kit from them or better yet, just go get some cheap relays at the parts store or Radio Shack and get to wiring. Actually very simple.

I wonder if this relay kit would work for a 66 GTO? A 66 Chevelle is listed as an application, but not 66 gto.

Why? Not everyone wants to piece together their own harness with parts bought at Radio Shack.
