I spent more time looking at the pictures than I should have. Based on what I can see in the pictures, which is nada, I don't see how anyone can say whether your hood needs to be adjusted at the hinges.

As for latch adjustment, I cannot comment because I don't know a thing about the way a strike works on a goat. On the 69 firebird latch, there is no up down adjustment. It's self adjusting with a ratchet-like pawl. I would pull the the latch and stops and see how the hood rests.
