what can a person do after they buy the car then find out its a restamp?

You would have a nightmare on your hands. As marxjunk said, lawsuit.
1) Hire lawyer
2) get (hire) expert witnesses to testify the block is fake
3) prove that the seller's intention was to defraud you
4) get (hire) and expert witness to explain to and convince a judge that a few numbers on a piece of metal make difference in a car's value
5) if you get a settlement in your favor, hope you get paid

.... you get the idea. You're screwed.

I bet when somebody buys this car and find out out its a restamp. they will sell it to somebody else. and not bother with the the law suit just pass the buck
