Default Pulleys

Do you have non A/C pulleys or A/C ones? The pulleys on a A/C car for the water pump and balancer are sized (diameter) differently than the non A/C ones. Check to see what you have. I've seen 10-15 degree drops in temperature just by changing pulleys to get the water pump turning faster.
