Why aren't the seat belts blue?

In '70 all blue interior cars got blue belts (an oddity) all other color interiors with "base belts" got black belts. If you ordered deluxe belts, then they matched the interior color.

In '71 base belts were black and deluxe belts were color keyed.

I didn't know deluxe belts were another option. White interios would get black belts, correct? I need to get phs for my cars.
