In the Detroit area we have a huge Marathon refinery yet the news is saying now a problem with a Chicago refinery. What about the fuel that is siting in the ground at the gas stations long before this alledged issue...it should not be going up in price since it was already delivered.

I don't know what happens in your area, but around here the price normally changes (up or down) after the tanker has delivered fresh fuel.

2002, when fuel prices are going up it costs more to replace the fuel that's in the ground (tanks). Many very competitive stations in my area make a penny or two a gal, that's it. When fuel cost goes up 10 cents a gal, that's an extra $800 on a 8000 gal load, and to cover that cost, prices at the pump goes up.
