Ideally Yes.
You want to be at Peak HP At 1320 foot mark.
Or at 1000 foot mark and cross 1320 mark 200-400 rpm.
Over.
Not over rev the engine.
Hydraulic Roller cams don't like being over revved.
Stuff breaks fast.

Big torque engines like Pontiacs can cheat some.
But chasing down Tenths with available parts now.
Weight reduction can be done also.
Becomes less of a street car.
More like a gutted Race Car.

Then a Taller rear tire can be used with a Lower gear ratio.
MPH Trap speeds increased in theory.
Big End MPH 800-1320 target goal.
ET reduction should follow.
