Of course not! Your post is contradicts your own build.

Anytime, any power adder, (or not) when VE and/or combustion efficiency is improved you will improve power. (VE is always king )
If your base HP is more than my base HP and we run the same power adder I'm not likely to beat you.
At some point the lesser motor chokes and adding more power adder becomes counterproductive. The more efficient motor can continue adding power adder beyond the lesser motor before it hits its choke point.
Not sure i agree, add nitrous to Dwight or Langer's engine, lots of base hp but highly doubt they'll handle loads of nitrous vs a purpose built nitrous engine that will make less base but will handle loads of nitrous, end result will be purpose built nitrous engine is faster. Im not sure base hp really means anything to anyone when it comes to power adder combos, except to the people that are involved in the engine program.
