Are you sure you do not have one wiper arm going backwards??? Sorry if already been check but sound like something weird here. Take the arm off the motor and move without the cowl on and see what happens. Almost seems like something on backwards. By the way where did you get the rebuilt linkage. Never heard of any for a 64.
