If it's a real Formula 455 and that's the original engine in it, then it's probably worth saving, but not at $15K starting price. Those were rare cars. It's not like it would be difficult to send the VIN off to PHS and get the paperwork on it again.
I wonder how bad the rust really is? From the pics I'm going to guess there's a lot of rusty badness that *isn't* pictured.
