No it usually starts after 20 minutes of driving and continues regardless if accelerating or not. Its constant unless it is turned off.

Could there be a vacuum hose off? Spray some 2+2 around the area and see if the noise changes

Make sure the oil filter cover is on tight or not missing the o-ring. from the picture you posted that where the oil filter cap is and seeing you just had the oil changed id check that first.
