Now that's interesting. My 70 May Van Nuys, only had the driver side taped up. The passenger side was mounted and functional just under the glove box and appears to have been that way since day one. Has correct mount location and correct screw.
I accidently discovered the driver side taped up one day while under the dash. I stuck a bulb in it for giggles and it worked.

I'm not sure why I've since seen some with both sides taped up, or just one side taped up. But I figure they all have the same or similar harness, and the lights use were most likely dictated like Johnta1 eluded to, whether or not the car had custom interior, or the extra cost light package maybe?
Mine is a standard interior car by the way.
