It sure looks like it. I noticed that and the paint and quickly surmised that that car is very likely a high grade survivor, probably as close as you'll ever come to finding a genuine "little old lady only drove to church on Sunday" car. Shame it's only a Tempest four door, but if it's really in that nice original condition I'd still drive it. Of course, the fact that it's a Tempest four door is almost certainly what saved it from ending up in the wrong hands to get ruined.
