Mild performance street applications below 5500 RPM don't really need the windage tray. As others have said, the later stock pan with a baffle will control oil climb and keep oil from sloshing into the rotating assy. Higher RPM (above 5500) would produce more drain back and windage churn in the crankcase, which would require additional oil control measures, like deep pans, windage tray, crank scraper, etc.
Any real racing or g-machine build should have a windage tray, to insure oil control during high RPM, or acceleration or cornering.
