The 64 a/c car does not have manually operated kick panel vents.
The left side kick panel is a solid panel and right side kick panel has a large bulge to cove the air duct entering the car from the evaporator.

Should be able to remove any old paint jobs with lacquer thinner.
If that is too slow - can use heavy duty oven cleaner spray.
Neither will harm the plastic.

If it turns out the plastic is actually worse condition than the paint - then its time for new pieces.
