OK, but rear quarter panels are 68 and the complete interior is the wrong color for the VIN.(maybe it’s been painted?)

A '68 interior could easily be installed in a '69, or vice versa. It's the '69 dash structure that would be a bear to install in a '69.

W/o putting this car's body through an extensive examination, one's not going to know what was exactly was done to the body! Was the body front clipped? Back clipped ? OR is it actually a '69 body that just had rust & collision repair in the rear by having an available used '68 tail panel piece welded into the rear body then (most likely) repop hip 1/4's installed. The latter type of "repair" should be fairly easy to spot.
