To the best of my knowledge and experience, there was no change for the ralley1 wheel from 1965-68. In 1965 and 1966 there was no disc brake option, and in 1967-68 there was the dual piston caliper (which requires more clearance than single piston of 69 and up), and the ralley wheel still fit. It also fit on 1969 and up single piston caliper disc brakes.

I've also never had a ralley 2 wheel that didn't clear factory disc brakes of either generation.

The wheels that do NOT clear are the standard 14x6 stamped wheel. In this case, there is a different offset wheel for disc brake cars. However for those that don't want to search those out, and want to use 14" wheel covers, the 14x7 wheel GM and aftermarket wheel clear both factory disc brake set ups.

Aftermarket disc brake setups are where people run into troubles, and its usually the caliper bracket that requires massaging.
