Far as I know, that's the OEM setting--lockup available in 2, 3, and 4.

Having said that, I haven't noticed my '97 K2500 8-lug locking in second gear.

Yes

I don't know if that's done with factory tuning, unless maybe in tow mode possibly.

I do know most of your aftermarket controllers allow lockup from 2-4 if you so desire. You can also do 3-4 or just 4th. Lots of options. The quick 4 I use is great for converter tuning like this, basically make the trans do what ever you want. You can use the converter only at part throttle, different throttle positions, and even lock it at WOT at any point you wish in any gear 2-4.
