The PoP date is an oddity listed as Jan 1970
All firebirds with an optional engine (ie, not the 1bbl ohc) came with 7" wheels and F tires in 69. Even with the base 1bbl engine if you ordered any optional F sized tire you'd also get the 7" rims. In other words, the only way to get 6" rims was to order a base engine car with the standard E sized tires that came with that engine only.

I suspect, based on the options the car and the document dates, it was used by someone at the dealership and then sold as a demo a year later.

Maybe a possibility.
But the document above the PoP states date of retail sale 1-22-69
And PoP coded A1 showing 4 miles , perhaps typo'd 1-27-70

Camaro guys will pay up for date matched set of those 7" wheels.
Too early for 69 TA buyers , but they might would bite on them.
