That might have been true for factory rings but if that was needed to be done with aftermarket rings it would state for you to do such in the instructions, and it never does.
It’s by far more important to spiral rap the oil rails into place and for the other two rings use a dedicated ring expander. Don’t forget to break the sharp edges of those rails and even the two top rings so you do not scrap up your cylinder walls and also to not inhibit the rings from spinning as they need to do. Once grooves are in place the rings will not spin and then ware on the both the walls and the rings will be accelerated.
