The trim looks factory. The fender w/o the trim is most likely a replacement fender that did not come with the trim. My guess is previous owner never got around to installing the trim on replacement fender.
Not sure how they attach on my TA, but on the 72 lemans the trim has studs that attach with a nuts. Hard to get to in some areas i.e. doors.
