Just fixed the same situation on a new-to-me 68 Bonneville.
Both horns were shot. Everything else in the horn circuit worked. I fixed it prior to reading this thread but a previous poster's steps for this sounded good.
Also, the headlight switch was screwed up AND the short little fuse in the fuse panel was blown. Getting the headlight switch out was easier than I expected. Find the release button for the shaft/knob and then it can be removed with only a little more trouble.
Of course, your milage may vary.
