At what stage did the factory paint the dash panel ? I have been looking at the steering column and it only has interior colored paint on part of it, like the part sticking out past the dash panel , the lower part is all a sort of dark grey , would the factory have installed the column then painted it dash color ?

No the column was painted out of the car.
The dash in my 68 GTO is 2 differnet tones.
The top (where the Vin# is) is Flat Black no gloss. The lower part is semi gloss.

The dash in my 64 GTO is the same way ... flat black on the top (to eliminate glare) and 60% gloss on the lower part.
