I have to replace the turn signal/wiper/cruise arm that broke off. Do I have to have a puller?

No you dont have to pull the wheel. Use some mech. wire to fish the wire up the column. The switch goes a 1/2 turn or so, then pulls loose. If you look at your new one you will see what I refer to........
