I am restoring a 70 and doing a frame-off. I am using the '64-'74 second addition restoration guide as my main source of info. My frame part number is 3960733 and stamped with my car serial number. This part number does not match the guide. What is the difference in my pa? My serial number is OP295595. Also, what is the correct torque for the control arm bushing bolts top and bottom and front and back?

Are you sure you're not reading the last digit as a 3, rather than a 5? According to my sources, your P/N is correct except for that last digit.
I am also finishing up on doing a frame-off on my 70 GTO, what are your car's particulars - drivetrain, options, etc.? Good luck, Gary
