Let me guess thats the rubber boot/seal that covers the sliding joint between the upper and lower steering shaft?
I've looked everywhere and cannot find them.
Where did you find the picture??

Actually it's just below the column attachement where ther is some type of swivel joint filled with heavy duty bearing grease. Got the picture from SS396.com

Yeah thats what/where I'm talking about. you remove the snap ring to remove it. The seal holds the grease into the sliding pivot joint.
just went to thier site they have em why you still looking

They have a picture and nice listing for it but they do not have them. When I found it on their site I was real happy until I called them and found out that GM discontinued them years ago.

Much easier and quicker to swap out the intermediate shaft with one that has a good rubber seal/boot. They are many good ones here in FL.

I purchased one new off of ebay a year or so ago. Saw several more listed after. Wasn't easy to install....Gstage1's suggestion is a good alternative.
