Default What primer would be best

for the tail light bezel an hood scoop?

Really depends on what you are doing as there can be compatability problems with existing paints (if you are looking to go over top of them). In general, I prefer epoxy primers such as ppg dp when going direct to metal. (which I always do) If you need to do any block sanding I would apply a high build primer such as ppg k-36. These are premium products and not cheap! Others may be able to provide some insight into some other products.
