I posted this in the 69 GTO Forum but I figured that maybe its more of an electrical problem:

I took the GTO out for a spin this weekend and ran through a rain shower. I haven't used the wipers for an extended period of time for many years. The wipers wiped about 5 times, the would only come up about 3 inches then go back down. I cut the switch off, and they continued to do the 3 inch dance for about 5 cycles, then finally cut off. I tried both the low and high speeds on the switch with the same results. Any ideas as to what could be causing this? I tried to pull the wipers up while they were in this "short cycle", but this didn't work. Any help would be greatly appreciated.

Something to help you understand whats going on. Wipers have automatic park.
Sounds like you activated wash cycle and the low/high has lost power or more than likely ground from the switch. So when you turned the switch on, all you got was wash cycle and park.
Power stays at the wiper motor, wiper switch provides ground to complete the circuit for run.
Start by checking all of your plug-ins. Wash power and run power should be the same black/yellow wire. Switch low and high wires, you'll have to hook your test light to battery (+), then probe low and high wires with wiper switch on. Test light should come on if wiper switch is making proper ground.

Could be plug-ins, wiper switch or bad ground in the dash on the wiper switch, and may be wiper motor itself and possibly some contacts in it you could clean.
