Default RA Manifolds Helicoil and Paint?

I have a good RH manifold that has been painted with low-temp "cast blast" to protect it after media blasting. Do I have to strip that paint off before coating with a high-temp paint or can I coat over it?

The LH manifold need two helicoils for stripped stud holes. One hole looks like it was drilled out in the past since it is larger than stock. Is this something better left to a machine shop? What is the thread size for the studs? I've never done this before, looking for advice. Thanks

IF you have any questions to your abilities, I would punt. Strip both down again so they match when you repaint.
