Looks like an air pump for emissions. If for the Denver market they had some of the same issues as Cali..

note the hose routing - WTF attaches the hardline? does it just flap around?

For that price he could at least have dragged it out of the shed, washed it and taken some pictures. Must be that one like that sold at a B-J auction recently.
