Have a 68 400 engine and the distributor is not able to be removed. The gears un-mesh fine but am only able to lift the shank about 1 to 1.5" up before it binds. Cannot rotate the distributor body either at this point. This should just lift up and out. Is there a rubber O ring or oil seal in the way?

No O ring but if it has any miles on the engine it probably has a carbon gunk buildup on the distributor body that resides inside the block.

Take a can of carb cleaner & spray it between the block and dist body. It will help if you lift-twist-push down the dist as spraying. This will break down the carbon buildup on the dist & it should come loose in 2-3 tries.

Yep, that usually will fix this concern.
