Default R/A III Exhaust manifold question

Hey guys. This is my first thread on PY. I have found this forum to be the most informative and helpful anywhere, especially about Pontiacs. On a set of R/A III manifolds for a 1970 how many mounting holes are each EM supposed to have? The problem Im having is the drivers side manifold is 100% #'s matching. The passenger side however is off a 1967 R/A car. It only has 3 mounting holes to mount to the head? Is that correct for all 67-70 R/A III RH manifolds? Also why did they make more bolt holes in the heads for the exhaust manifolds if they were not being used by the manifolds? Thanks

I also forgot to ask about the flanges. Is the RH manifold supposed to have a 2 bolt or 3bolt flange? Thanks
