Default Seat Belt Retainers?

Does anyone know if console mounted retainers were,

owner installed

dealer installed
or
factory installed?

Never a pontiac option.

Certainly a need with/out a console.

Think it was...a Chevy Nova piecepart option (WAG based on a distant memory)

Thanks for the input. Owner installed was my first thought also as I have never seen them before.

I did read some claims of these retainers being optional on the first gen. chevelle.

I remember seeing ebay auctions for NOS plastic ones that screwed to the rear seat frame for the rear belts. Guy had a ton of them. Cool idea but I'd never screw through the seat material to mount them because that's a "no going back" change I can't live with. I assumed it was an over the counter option that any GM could have but never checked up on its true application.
