Unless the bird is a transplant from a dryer climate then what we have out here, my guess is it has some rot issues

Maybe it's just my eyes....but does it look like the outer rocker panel has been cut away in this pic?..OR, maybe it's been replaced and is in dark primer? Hard to see for sure.
