Default Pulse Wiper malfunction 1975 GV

Hi everyone I have a 1975 Grandville with the pulse wiper switch, the wipers only function in the high position. From what I can find online it appears to be that the wiper control board is malfunctioning. Does this seem logical? As for the board I've searched online and cannot find a picture of it let alone one for sale. Has anyone else come across this problem? Any help would be greatly appreciated. Thanks for your time. Squash turn the wipers on low or med, then tap on wiper motor with a hammer and see if it moves. You may have brushes in the wiper motor that are sticking from non use. Also try grounding the motor with a jumper wire.
