It was the throttle body. It needed to have a throttle body adaptation performed by a repair shop or someone with more than a basic OBDII scanner. Apparently this happens sometimes when the battery is disconnected and you don't keep power to the computer. Car is running fine now and no codes. 1998 has a cable not a wire but apparently this is much more common on the wire systems.
