All is well with the shifter cable. Thanks again for the help guys.
The ground on the rear of the passenger side head to the firewall was horrendous....the part to the head was missing the o-clip thing at the end so it was just twisted in a loop and halfheartedly bolted to the head. I will have to check all those other grounds, but given the grounds/electric issues I have had to fix, I will assume they aren't proper. Now that this issue is solved I am getting my mechanic friend to come look at it top to bottom before the out of province inspection. I am about 1.5 months behind my expected schedule but waiting for this shifter cable to come and the house renos seemed to push it back.

Kurt, I just realized my error yesterday and you've already corrected it. There is no ground strap from the front of the head or block to the frame. The one you posted is the one I was thinking of.
Rear of the passenger side head to firewall and one from the inner passenger fender to the frame at the front of the engine.

Not unusual Darth. Both of mine were missing. It's the kind of thing that people threw away over the years. I replaced them after I had the same shifter cable problem you did.

My car also has a ground strap from one of the heads to the frame because I added it. Never can have too many grounds
