If you're good, you can get your hand up there and snatch that bulb out. Turns a little one way and comes out in its holder. You will get cut up some. If you have the plastic trim/vent below the dash/steering column, can make it easier to remove that. Beware, test the bulb when out, a lot of times it's a bad connection with the brittle flexible circuit and not the bulb itself, or a ground issue. You're likely not changing that flexible circuit with the dash in.
